## Hillsborough County BOCC — Land Use Meeting, May 12, 2026
All seven commissioners (Hagan, Myers, Cameron Cepeda, Cohen, Wostal, Miller, Boles) were present.
### Board actions contrary to staff/hearing officer recommendations
**F.1 — RZ-PD 25-0383 (Bassam Dammak), 13120 N Ola Ave., 4.92 acres, rezone RSC-6 to PD: DENIED.** The Zoning Hearing Master recommended approval, Development Services found it approvable subject to conditions, and the Planning Commission found it consistent with the plan. Motion to deny by Commissioner Wostal, seconded by Commissioner Cohen; carried unanimously 7-0.
**E.4 — PRS 26-0612 (Keel Farms Inc.), 27.17 acres at N Forbes Rd/Thonotosassa Rd: APPROVED with revised conditions**, despite a staff recommendation of "Not Approvable." The request modified operating hours for an overflow parking lot and removed certain required transportation improvements. Moved by Wostal, seconded by Cameron Cepeda; carried 7-0.
**F.3 — RZ-PD 26-0213 (Almosta Farm Athletics LLC), 18834 Boyette Rd., 9.98 acres, AR to PD: DENIED** — the only split vote of the meeting. Denial was consistent with all three recommendations (ZHM denial, staff not approvable, Planning Commission inconsistent). Moved by Wostal, seconded by Cohen; carried 6-1, with Commissioner Cameron Cepeda opposed.
### Consent agenda (approved unanimously; moved by Wostal, seconded by Cohen)
Financial instruments accepted:
- **South Creek Phase 6 (PI#7300):** Performance Bond of **$1,190,834.94** for construction of required improvements, plus a **$12,000.00** performance bond for placement of lot corners — the largest dollar item on the agenda.
